Tax Abatement Application

Requirements to qualify for the City's Real Property Tax Abatement Program are listed below. The completed application, along with the $50.00 non-refundable application fee, should be mailed to: City Assessor's Office | PO Box 911 |102 5th St. NE | Charlottesville, VA 22902. Make checks payable to City of Charlottesville. 

  • Structure must be at least 25 years old.
  • Total assessment cannot exceed $506,000.
  • Structure must be owner-occupied and single-family residential use; attached/detached accessory apartment allowed as defined by Neighborhood Development Services (NDS).
  • Improvements must add at least 15% in value to the property’s improvements as determined by the City Assessor’s Office
  • Must file for building permit(s) prior to the abatement application
  • The application must be filed before any demolition or construction begins
  • The City Assessor’s Office must inspect the property before and after construction
  • Improvements must comply with all pertinent building and zoning regulations
  • If approved, the tax exemption will exist for a period of seven (7) years, or as long as the property is owner-occupied, whichever is less.
  • If a property is sold, abatement is transferable as long as the above requirements are maintained
  • The applicant pays a non-refundable filing fee of $50.00
