[ARCHIVED] TRAFFIC ADVISORY Week of Aug. 23–27: Portion of 9th/Avon St. reduced to two lanes

To facilitate continued utility relocation activities and accommodate future traffic shifts, 9th/Avon Street will be reduced to two lanes to remove the concrete median and install a movable jersey wall barrier beginning weekdays starting at 8:30 a.m. on Wednesday, August 25.  Pavement patching will be conducted and traffic control devices(barrels) removed at the end of each workday.  Construction vehicles will be entering/exiting the work zone within 9th/Avon Street on a limited basis and traffic will be monitored by onsite inspectors.

Vehicular travel on Graves Street between 9th/Avon Street and Monticello Road will be controlled by flagging between 7:30 a.m. to 5 p.m. beginning on Monday, August 23 until Friday, September 3.  Monticello Road between Graves Street and Old Avon will remain closed to vehicular travel to simplify traffic control.  The underground duct bank system for private utilities(electrical and telecommunication) is being extended through Graves Street.  Some conduits will be bored under the roadway while others are being installed within open trenches within the roadway.  Steel plates will be used to cover completed sections at the end of each weekday.  Completed sections will be backfilled and patched with temporary pavement each Friday.

The Safe Street Pilot Project which expanded pedestrian space along the western side of 9th/Avon Street between Levy Avenue/Garrett Street and the Pavilion has concluded to allow for the replacement of Belmont Bridge.  After construction, 10’ wide sidewalk will be available along both sides of 9th/Avon Street between Levy Avenue/Garrett Street and Easy Market Street.    

Pedestrian access will be maintained throughout the project area and access to private parcels will be accommodated.

Construction is being conducted by Caton Construction Group, Inc. for the City of Charlottesville’s Department of Public Works. The contractor is undergrounding electrical as well as telecommunication lines to accommodate the future pedestrian underpass under 9th/Avon Street between South Street and Monticello Road and maintain service to neighboring parcels.
