Chip Boyles joined the City of Charlottesville in February 2021 serving as City Manager / Chief Executive Officer. The City Manager is responsible for implementing the public policies and directives set forth by the City Council as well as day-to-day management of all municipal departments and the annual budget.

Local Government Career

Prior to joining the City of Charlottesville leadership team, Chip served as Executive Director of the Thomas Jefferson Planning District Commission in Charlottesville. Since 2014, he oversaw the regional government agency that includes the Charlottesville-Albemarle Metropolitan Planning Organization. This regional government provides planning and local government assistance to the City of Charlottesville and the counties of Albemarle, Fluvanna, Greene, Louisa and Nelson.

Chip has over 30 years of local government service, serving five years working in the Mayor’s Office in Baton Rouge, Louisiana managing the urban development and redevelopment for the combined government City-Parish. Chip’s earlier local government experience included work as City Manager and Assistant Manager in three cities from Maryland to South Carolina and serving as the founding director of the International Town & Gown Association. Key projects and responsibilities performed over Chip’s tenure include downtown streetscape and park development, construction of a downtown parking garage, oversight of a regional transit system, and affordable housing and redevelopment. Work in South Carolina and Maryland earned Chip the International City County Managers Association (ICMA), Assistant Leadership Excellence Award in 2004.

 Notable projects Chip has participated in in the Charlottesville area comprise the Route 29 Solutions design and construction, Hydraulic & 29 Small Area Plan, the Regional Housing Partnership, the Regional Transit Partnership and the Cherry Avenue Small Area Plan.

Chip holds a Bachelor of Arts in Political Science from the University of South Carolina and certification of a Master of Public Administration from Clemson University.  He lives in the City of Charlottesville with his wife and two of his children who attend Charlottesville High School.
