Payment Methods
Pay at City Hall
Payments may be made at the Customer Service Counter in the Lobby of City Hall. City Hall is located at 605 East Main Street at the east end of the Downtown Mall. The office is open from Monday through Friday, 8:30 am to 4:30 pm, except for legal holidays.
The counter accepts:
- Cash
- Checks
- Debit cards
- Money orders
Credit cards may be used for non-tax payments such as utility bills. Credit cards are not accepted at the customer service counter for tax payments. A fee is charged for all credit card transactions for tax payments. No fee is charged for pin-based debit card transactions.

Please do not mail cash or credit card information. U.S. Post Office postmarks, not business meter stamps, determine the timeliness of payments.
Use the Drop Box
Checks and money order payments may be dropped 24 hours a day in the drop box beside the 6th and 7th Street Entrances of City Hall (pedestrian access only) or in the drop box located in the parking lot between the Downtown Recreation Center and the City Hall Annex (vehicular access available).
Checks and money order payments may also be dropped during business hours in the drop box located in the vestibule of the 605 East Market Street entrance to City Hall.
Please be certain to enclose your bill stub, account number, or other description of the bill to which you would like your payment credited, as well as a return address or phone number, so that your payment may be properly credited without delay.
Call in Your Payment
Credit and debit card payments may be made by phoning 866-660-5185 for:
- Parking tickets
- Personal property and real estate taxes
- Utility bills
Please note that a convenience fee applies to all credit and debit card transactions for tax payments. There is a fixed rate of 2.5% added to all credit card transactions, and a flat fee of $2.25 is added to electronic check payments from a checking or savings account.

There is no convenience fee for utility or parking ticket transactions.
There is a 2.59% convenience fee with a $1.95 minimum for all tax payment transactions made by credit card. There is no convenience fee for tax payments made online.
Easy Pay Plan for Utility Bills
The Easy Pay Plan offers customers the option of paying their bills by direct debit to their bank accounts. The convenience of automatic payments saves time and money and relieves the worry of payment deadlines. This service allows you to pay your personal property or real estate taxes by automatically deducting your payment from your bank account or credit card, saving you the hassle of remembering deadlines and mailing in a check. This service is now provided through our online payment platform, powered by InvoiceCloud.
