5-Year Consolidated Plans

Every five years, the City prepares a Consolidated Plan outlining the priorities and goals for the use of CDBG & HOME funds. The priorities and goals guide the City's pursuit of the activities each year as identified in the Annual Action Plans. Public input is solicited and encouraged throughout the Consolidated Plan drafting process. The City's current Consolidated Plan runs from 2023 to 2027.

1-Years Annual Action Plans

Each year the City prepares and publishes an Annual Action Plan (AAP) detailing the projects that the City will undertake during the program year to accomplish the goals and priorities outlined in the Consolidated Plan.

CAPERs

The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report prepared by the City to document the activities that were completed during the program year and shows how those activities contributed to accomplishing the goals outlined in the Consolidated Plan. It also examines how well the year's performance met the performance measures detailed in the program year's Annual Action Plan. A required report, the CAPER must be submitted to HUD no later than 90 days after the end of the program year.
