2025 Quickbuilds
The City of Charlottesville has used “quickbuilds” or projects that use low-cost, easy-to-deploy materials like paint, reflectors, and modular components, to address safety concerns for pedestrians and cyclists and to test potential long-term improvements.
Starting in 2021, the Safe Routes to School program identified locations that were making walking and biking to City schools difficult and unsafe and used funding from the CARES Act and American Rescue Plan to deploy hundreds of quickbuild projects. During a crisis shortage of bus drivers and expanded “parent-responsibility” zones for school transportation, these projects allowed the schools to continue to be accessible to City families and their students.
In 2023, the City’s Bicycle and Pedestrian Advisory Committee (BPAC) formed a subcommittee tasked with recommending quickbuild project candidates to City staff. The BPAC subcommittee has since recommended two rounds of quickbuild projects. In collaboration with staff, fifteen projects have been recommended by BPAC that have been deployed or are currently in the queue for design and deployment.
Following a pedestrian fatality in October 2024, City staff used lessons learned from the Safe Routes to School program to deploy a quick response solution to safety concerns identified at the location of the crash, Elliott Avenue at South 1st Street. Strategies like upgraded signage, rapid flashing crossing beacons, narrowed lanes, and protective reflector posts along bike lanes were used to improve the pedestrian crosswalk on Elliott Avenue. During the following winter and spring, staff worked to identify more candidate locations for quickbuild solutions. Staff consulted BPAC, as well as the fire department, to receive input on potential candidate locations in November and December 2024.
The quickbuilds list for 2025 includes 67 projects that will be deployed over the course of the year. These projects will rely on existing local capital funds for neighborhood transportation improvements, bicycle infrastructure improvements, and Safe Routes to School Improvements, as well as newly appropriated surplus funds for urgent transportation improvements. Listed projects fit under three categories:
- Intersection Improvements: Safety upgrades at pedestrian crossings at signalized and unsignalized intersections, including rapid flashing beacons, updated crosswalks, bumpouts, and slip lane adjustments.
- Traffic Calming Testing: Using temporary materials and modular components to try speed tables and chicanes as options for slowing traffic on local neighborhood streets, in part to inform future strategies for lowering speed limits and travel speeds.
- Lane Striping: Defining narrower travel lanes, new bike lanes, and clearer demarcation of parking areas to control traffic speeds and provide safer roadway areas for pedestrians and cyclists.
The projects listed below include the general location of the project, as well as its likely design solution and funding source. Projects recommended by BPAC as part of the process of identifying urgent transportation improvement needs during the past winter are noted as (BPAC) under Funding Source. Projects recommended by BPAC’s quickbuild subcommittee are noted as being part of the first (QB1) or second (QB2) round of recommendations.
