Get a $150 Rebate on a WaterSense Labeled Toilet

Toilets generally account for 30% of the water used inside your home. A new toilet will create instant, significant and permanent water savings. 

In October 2024, the City of Charlottesville expanded its Toilet Rebate Program. City of Charlottesville residents are now eligible for an up to $150 rebate for replacing toilets that use 1.6 gallons per flush (gpf) or higher with a WaterSense labeled toilet, maximum of 3 toilets. Toilets purchased and/or installed after October 1, 2024 are eligible for this expanded rebate.

A WaterSense toilet has been verified by a third party to be at least 20% more efficient than standard fixtures, while maintaining the same performance. Local retailers carry these low flow toilets in a number of styles and price points. They can even be found for less than $150.

To qualify for the Rebate you must:

  • Be a utility customer of the City of Charlottesville water utility or homeowner of a home in the City of Charlottesville.
  • Be replacing a toilet that uses 1.6 gallons per flush or more.
  • Be installing a new WaterSense labeled toilet (uses 1.28 gallons per flush or less). Check WaterSense toilets on the EPA’s website (LINK).
  • Be a City of Charlottesville water customer in good standing
  • Have not used this rebate program previously more than 3 times.
  • Provide us with a receipt for the toilet and/or installation and a completed rebate form including adequate information to verify WaterSense status on the EPA’s Website.

Important Information around Toilet Rebate Program:

  • The Toilet Rebate Program is a rebate of up to $150 per toilet which includes the cost of the toilet and installation costs.
  • Eligible toilets for the $150 rebate (original rebate was $100), must have been purchased or installed after October 1st, 2024.
  • Any toilets purchased or installed before October 1st, 2024, must meet the old toilet rebate program requirements (replacing toilet used 3+ gpf, have a home built prior to 1994, and purchased or installed the toilet between June 30, 2002 and September 30, 2024).
  • The toilet rebate program is based on funding and may be discontinued at any time. Please feel free to contact us before submitting your application to find out if funding is still available.
  • We will rebate up to a maximum of 3 toilets per household including any rebate requests of the old toilet rebate program. 
  • To receive a rebate, you must send in a completed, signed application along with the itemized purchase receipt for the toilet and/or an installation receipt if you are asking for the rebate to cover these costs.
  • Rebates will be delivered through a credit to the listed utility account, or a check will be issued to the name listed under the utility account or homeowner.
  • The rebate, up to $150, can be used to cover the cost of the toilet and/or the expense of installation.

Multi-Family Homes / Apartments Toilet Rebate Program Details:

  • Rebate of up to $150 per toilet. New toilets must be WaterSense labeled. Check WaterSense toilets on the EPA’s website (LINK).
  • For multi-family housing and apartment complexes with a water meter smaller than 1”: there is a limit of 3 toilets per housing unit. 
  • For multi-family and apartment complexes that use a 1” or greater water meter, you will need to apply for rebates via the Apartment Toilet Rebate Program. New toilets must be WaterSense labeled and units receiving them must also be fitted with WaterSense labeled showerheads and aerators (available for free through the City). Rebates must be approved in advance.
