Administration:
Under the direction of the City Manager, the Director of Human Resources is responsible for the daily administration and interpretation of the city’s classification and pay plan.
A classification plan is recommended by the Director of Human Resources and approved by the City Manager. A pay plan consisting of a salary range for each job in the classification plan will be established. The pay ranges are reviewed constantly by human resources, and when necessary, makes recommendations for changes to the City Manager.
The City Manager has overall authority for the administration of the City’s Classification and Pay Plan and may authorize variations in the application of the pay plan administration and make adjustments and modifications as needed.

It is the goal of the City of Charlottesville to administer a Classification and Pay Plan System, subject to the City's revenues; that will allow the City to:
- Effectively recruit and retain a talented, engaged, diverse, inclusive, effective, and qualified workforce that supports the mission of the City.
- Help ensure pay is commensurate to the duties and responsibilities normally assigned to City positions.
- Administer a plan that is both fiscally responsible and legally defensible.
Policy Overview:
To provide guidance regarding City compensation goals, subject to collective bargaining and budget appropriation and fiscal constraints. All compensation decisions will be made without regard to race, gender, sexual orientation, or any other protected class. This policy applies to all benefits-eligible (unaffiliated) positions within the City of Charlottesville and provides overall guidance with regards to classification and compensation (pay plan).
