A Homestay is a rental property that is offered for a period of less than 30 days within a residential zoning district (R-A, RN-A, R-B, R-C, RX-3, RX-5). The entire home, part of the home or an accessory apartment may be used for short-term lodging.
Any short-term rental use located in a non-residential zoning district is considered a lodging facility which is regulated by 3.2.2 of the Development Code and subject to compliance with the Building Code.

Spring through Summer 2026 – Anticipated Planning Commission and City Council public hearings for any proposed ordinance changes.
Applications should be submitted in the City’s Permit Portal. The application, payment ($100.00 annually) and supporting documents (proof of residency) may all be addressed in the portal.
Additionally, operation of a short-term rental has associated Business Licensing and Transient Occupancy Tax obligations, regardless of the Zoning District.
