Homestay / Short-Term Regulations Study

The City is conducting a comprehensive study of its Homestay and Short-Term Rental (STR) regulations to evaluate how these uses impact housing availability, neighborhood character, and community safety. This effort includes a review of existing policies, public input, and best practices from other communities. The goal is to determine what changes, if any, should be made to better align STR regulations with City priorities, including affordable housing and equitable neighborhood development.

The City will share findings from the study and seek additional community feedback on potential updates. Any proposed regulatory changes will go through a public review process before consideration by City Council. Stay tuned for opportunities to engage and help shape the future of STR policies in our city

Upcoming Engagement Opportunities


March 24, 2026 – Planning Commission Work Session, where staff will present findings and receive additional feedback.

Early May 2026 (tentatively) – City Council Work Session, incorporating Planning Commission input and discussing updated materials.

Spring through Summer 2026 – Anticipated Planning Commission and City Council public hearings for any proposed ordinance changes.

As part of the Homestay/Short-Term Rental (STR) Regulations Study, the City is conducting a thorough review of current policies to assess how they are working and where improvements may be needed. This includes evaluating permitting processes, enforcement challenges, neighborhood impacts, and alignment with broader City goals such as housing affordability and equity.

A key component of this review is a peer city analysis, which examines how other communities across the country are regulating STRs. By comparing approaches, the City can better understand the range of tools available and identify strategies that may be effective locally. Findings from this analysis, along with public input and local data, will help shape potential updates to the City’s STR regulations.
