Charlottesville Police Department to Present Flock Pilot Program Results to the Community


CHARLOTTESVILLE, VA - The Charlottesville Police Department (CPD) will be updating the community over the next two weeks on the results of the Flock Automated License Plate Reader (ALPR) Pilot Program, which has been in effect for the past twelve months.

Presentations will take place in each of the department’s three patrol districts—North, Central, and South—during established community meetings:

  • Central District: October 30, 2025 — 6:00 p.m., Friends of Downtown Community Meeting, City Space
  • South District: October 9, 2025 —  6:00 p.m., Fifeville Community Meeting, Tonsler Park Community Center
  • North District: October 7, 2025 — 7:00 p.m., Rose Hill Community Meeting, 1104 Forest Street

Over the last year, CPD has participated in a pilot program utilizing Flock Safety’s automated license plate reader technology. Charlottesville’s Flock ALPR program is the most restrictive in the Commonwealth of Virginia, ensuring the department’s policy aligns with community expectations and privacy standards.

Under CPD policy, data is retained for only seven days, and Charlottesville remains the only jurisdiction in Virginia that does not share its ALPR system or data with any agency outside the city.

Despite these strict parameters, the system has proven to be an effective tool in solving violent crimes, locating missing persons, and recovering stolen property.

CPD is also proud to share that over the past year, the department has undergone both internal audits and random external audits conducted by the Office of the Executive Director of the Police Civilian Oversight Board (PCOB)

According to Executive Director James Walker,

“These reviews did not identify any misuse or violations of General Order 427 by CPD personnel, nor has any trend in usage been observed that would indicate abnormalities or outliers in the data.”
